Who should attend: The project managers consider the project as WHAT (WHAT MATRIX) can be done to achieve the purpose and objectives that rise up from the final beneficiaries’ problems. The P.C.M. methodology starts from the problems of beneficiaries indeed.
The P.C.M. evolution leads to a more complex concept: it is not enough to apply the P.C.M. approach to the projects; it is necessary to adapt and apply the same logic to the organisations entitled to manage projects, as well as to the Authorities which coordinate programmes and initiatives.
Organizations can apply the method in order to manage the project by using the HOW MATRIX: the internal organisation find it useful to develop the planned activities of the WHAT MATRIX.
The coordinating Institution/Authority has to identify the elements needed to strengthen its functioning in order to support the organizations that manage projects. The matrix used for the self- organisation of Institutions/Authorities is called SUPPORT UNIT MATRIX.
The link among the three matrixes improves the achievement of the general objectives and purposes of the projects, in terms of efficiency and sustainability.
The course “Advanced course of Project Cycle Management (PCM)” aims to provide the participants with advanced skills to plan, develop, manage and evaluate European projects:
1. To verify if and how and the skills related with the P.C.M. methodology in terms of project and its matrix (WHAT MATRIX) have been understood by participants. The participants eventually will get the following skills: involve beneficiaries since the preliminary phase of the project design/planning; identify and organise problems (cause-effect relationship) and objectives (means-end relationship ); identify areas of intervention.
2. Transfer the capacity to use the instruments (the three matrixes of the P.C.M.), in particular the matrix used by the managing organization of projects (HOW MATRIX).
3. Strengthen the ability to use and link the three matrixes.
